Hold the Headline

A solo newsroom activity about public-service evidence, possible mechanisms, and reporting choices under scarcity.

What students should be able to do

Completion means the choices, writing minimums, and self-reviews are complete. It does not establish that written reasoning is correct. Several purchase pairs and conclusions can be defensible.

Preparation and pacing

No prior theory or engineering knowledge is required. Start with two possible explanations for the phone/video failure before introducing definitions. Older saved attempts keep their original phone or faucet opening.

Estimate 45–55 minutes for solo work, with another 10 minutes for discussion. These timings need a student pilot. For a 50-minute class, assign steps 1–3 beforehand; protect the final five minutes for downloading and checking submission files.

  1. The first clue: brainstorm two possible causes; a connected phone can still fail to load video.
  2. Your first headline: record the initial editorial decision before the second statistic appears.
  3. The update: distinguish connections and reported interruptions. Do not subtract percentages with different denominators.
  4. Two places: compare the same interruption measure within two provinces without making an overall capacity ranking.
  5. Why unfinished? classify four separate fictional mechanisms. They are not evidence about the real South African water interruptions.
  6. Your reporting budget: obtain exactly two of three Bridgehaven records; explain the pair, its inferential effect, and a next question.
  7. Your final analysis: design a measure, specify people or places, state a limit, and reflect.

Record-to-inference map

All three records cost one slot. Students obtain two in each edition.

Engineering rosterQualified civil engineers and a funded engineering contract are available.Contradicts the specific claim that qualified engineers are unavailable. Establishes an engineering resource.Adequacy of all construction resources, funding, approvals, and the completion date.

Do the purchases make a difference?

PairDefensible directionsWhat the missing record might investigate
Roster + minutesFunding priority is supported; engineer unavailability is contradicted. A hold on a fuller causal account is defensible.Whether officials must answer publicly for a safety pause.
Roster + hearingPublic answerability is supported; engineer unavailability is contradicted. A hold on a fuller causal account is defensible.Which project officials chose to fund first.
Minutes + hearingFunding priority and public answerability are supported. The records do not rank their importance; a hold is defensible.Whether qualified bridge engineers are available.

The starting town, costs, and record contents are fixed. Purchase order does not change the evidence returned. The selected pair changes what the learner knows. No pair establishes general state capacity, private capture, or a single exclusive cause.

Inconclusive is a result: an unsupported claim is not established by these records; that is different from being contradicted. A roster documenting available engineers contradicts an unavailability claim. Unopened evidence must remain unknown.

A defensible limited headline

Use an unrelated example after students attempt their own analysis: a licensing-office roster lists eight trained reviewers, but the reporter has no processing-time or workload records.

Office lists eight trained reviewers; reasons for licence backlog remain unresolved.

This establishes a resource while leaving the cause open. It does not prove adequate staffing for the workload or fast processing. Students need not copy its structure or arrive at a prescribed Bridgehaven story.

Feedback, revision, and optional replay

The evidence ledger appears after the first filed attempt. It traces each obtained record’s cost, evidence, inferential effect, and limit. Objective feedback requires supported options; open reasoning is self-reviewed. First checked answers and unsuccessful editions remain in the report.

Replay gives a fresh two-slot edition of the same Bridgehaven case and archives the earlier edition. Ask students what another pair would resolve or leave open. Evidence obtained later must not be attributed to an earlier edition. Do not require replay merely to collect all three records.

Compatible old backups preserve responses, check history, and filed editions. The new purchase-justification and next-investigation fields start blank; students complete them and recheck the mission and affected final analysis. Previously recorded feedback stays as history.

Review the reasoning

Use these as discussion or rubric criteria. Word counts, correct option checks, chosen purchase pairs, and completion totals alone are not evidence of learning.

Debrief

  1. Which purchase changed a claim you could defend? What exactly did it establish?
  2. Which uncertainty remains even with your two records? Is it absence of evidence or contradiction?
  3. Can funding priorities and public answerability both matter? What would establish their relative causal importance?
  4. What would you investigate next, and why? Explain without reading the game’s feedback aloud.
  5. What additional evidence would be needed to connect a service outcome to a state institution’s contribution?

Saving, PDF, and Canvas

Save progress opens browser saving and backup/restore controls. A JSON backup moves work between devices, website addresses, or the standalone HTML. Browser saving is specific to this device and website. If another tab changes the checkpoint, saving pauses until the student chooses a version. If saving is unavailable, keep the page open and download a backup.

After all seven steps and self-reviews, PDF report downloads a readable assignment. Printable HTML and native Print / Save as PDF remain available. Text outside the direct PDF font uses the browser-print route to preserve the full answer. Open the exported file, check the name and all answers, then submit it to the Hold the Headline Canvas assignment. Nothing uploads automatically. Follow any different file format the instructor requests. A progress backup is for restoration, not submission.

On a shared device, save the completed report and a backup before resetting the browser copy. Name is required; class is optional. Optional review of earlier steps is available after completion, and revised work requires affected rechecks.

Sources and boundaries

The phone, faucet, newsroom, bridge stories, and Bridgehaven records are fictional. Historical South African statistics are Census 2022 findings, released in 2023; they do not describe conditions today.

Statistics South Africa, Census 2022 Statistical Release P0301.4, printed pages 73 and 75. The game includes the evidence and denominator/method notes needed for the assignment.

Francis Fukuyama, What Is Governance? Working Paper 314 (2013). The activity treats capacity as task-specific, autonomy relative to a particular powerful group, and public answerability as distinct from a technical safety check. The fictional model does not prove the causes of real water interruptions.
