An organic in-class federalism simulation. No prior student learning or advance preparation is required. Plan 45–50 minutes with four to six students per group.

1. Read the Instructor Guide for setup, the elapsed schedule, decision rules and assessment.
2. Open the Slides PowerPoint or PDF. Both unnumbered opening questions are already inserted. Canada and India is displayed slide 17, before Pelar.
3. Print one Country Brief page and the two Response Form pages per student. There is no second briefing page. Case information appears on the slides.
4. Keep the timed Teaching Script and one-page Answer Sheet at hand. Timings also appear in PowerPoint speaker notes. The core sequence ends at 46:30, with reserve to 50:00. A 45-minute adjustment appears in the guide.
5. Assign National, Coast, Plain and Ridge to separate students. Add the Residents' Advocate and Constitution Clerk at five and six. Everyone writes. Only the four governments vote.

Use in comparative politics, introductory political science or American government. Aven and Pelar are fictional. Aven's constitutional agreement rule does not reproduce U.S. amendment procedures. The guide provides official sources and limits for the Canada and India comparisons.

Timing is a planning estimate. Retain the creator credit when sharing.
